DVDs cannot be read be DVD player. Verify Step F-> FAIL:01

After I run Test & Copy the DVD seems to copy corrrectly, but when running Verify I get the message "F-> FAIL:01". The new DVD cannot be read in any DVD players. I am trying to copy from a DVD-RW to a DVD-R. I was told DVD-R is most likely to be read in most DVD players.
